SFAF III - MSO - Evaluation Grid

There are three categories for scoring MSO services: Resources, Standards and Interaction. The assessment components within each category are presented below. All eligible organizations were assessed in applicable Core Service Areas as defined by Eligibility.

National Standardized Services and Games & Championships MSOs were scored under Resources and Standards. Leadership, Access & Equity MSOs were scored under Resources and Interaction.

The following are the general principles applied in rating:

  1. Activity must be observable, measurable or verifiable to be scored, with sufficient detail made available to warrant scoring.
  2. Activity is assessed based on a clear and reasonable link to the delivery of the core service.  Elements that are similar in nature and type or comprise a program are grouped together.
  3. The rating reflects the actual status of MSO activity or service and not its potential.
  4. Each component was scored for all MSOs to which it applied before proceeding to the next component to ensure the internal consistency of each scale.
  5. Some additional components were considered but, because they did not produce significant differences between organizations, were not used for rating purposes.
